Neighbors around a proposed RV park on West Pioneer Boulevard received a mailed notice last week inviting them to meet with the developer, Curtis Muir from Heber City, UT, to learn more about the project.
The vacant land on which the park could be built is located between the Mesquite United Methodist Church and the Town and Country commercial mall next to Interstate 15. Currently, the 14.7 acres is zoned for multi-family low density housing that allows eight units per acre.
Under the application Muir submitted to the City of Mesquite Development Department, one acre would be rezoned for public facilities related to the church next door. The applicant is asking for the remaining 13.7 acres to be rezoned for RV mobile home resort use also with eight units per acre. The change would allow 104 units in the complex at any time.
Muir did not return phone calls requesting comment.
Development services director Richard Secrist told the Mesquite Local News that the neighborhood meeting is just the first step in the rezoning process. “Mr. Muir filed his application with us. He is required to have a meeting with neighbors to show them what the project is about and to listen to their comments. The meeting provides a way for him to explain what he’s asking for, identify issues that may come up, and let him know what’s going on in the area,” Secrist said.
He also said neighbors and property owners can submit comments to his office about the project. “We’ll compile all of the input and give it to the council as part of the background material when this zoning change request comes before them. It’s helpful for us to know people’s concerns ahead of time.”
Secrist also said, “While residents are always able to contact the mayor and council, it won’t do much good to discuss this proposal with the council at this time. Right now, none of the council has received any formal information or details about this zoning change request. The item will not appear on the council agenda until May 24 when they will get the whole package to review.”
When the rezoning issue comes before the city council in May, the agenda item will include a public hearing at which time interested people can speak for or against the request during the council meeting.
“Generally, there are challenges and issues to this rezoning request and project of which staff will address in the package that council will receive. The package will also include all the comments we’ve received from the public,” Secrist said.
The project proposal includes one main ingress/egress channel to the RV park area off of North Pioneer Boulevard along with one easement driveway to Turtleback Road between the Methodist church and the Lutheran church .
The meeting is slated for Thursday, April 21 beginning at 1 p.m. at the Mesquite United Methodist Church, 420 N. Pioneer Blvd.

Please don’t cheapen that nice land with a trailer part!
OOPS! Obviously, I meant “park,” not “part.”
An RV Park is much different than a trailer park like we have on the Boulevard. RV’s are expensive and bring in tourist dollars. No one is going to spend the money for an RV park and let it become a dump. We should welcome a first class RV park with open arms.
Please don’t confuse a nice mobile home park with a trailer park. Also, an RV park is not a mobile home park, so which is it? I ran a beautiful 55 and over mobile home park in Yucca Valley, California and we always had a waiting list. Residents were required to keep their spaces and their mobiles in clean, neat appearance.
I agree, a nice RV Park like Desert Skies is a nice addition..
If it is going to bring in tourist dollars then it should be on Mesquite Blvd not in a residential area. Children safety should be our first concern.
We already have commercial entities doing business on Pioneer near the proposed RV Park. How is adding an RV Park on Pioneer going to endanger the children? The traffic using the easement driveway to Turtleback Road between the Methodist church and the Lutheran church as well as the ingress/egress channel to the RV Park off of North bound Pioneer Boulevard would be minimal as with any RV Park. Any good business wanting to locate in Mesquite should be welcomed.
You obviously we’re not at the meeting about this. One of the egresses will be behind the childcare center. It will have 108 spaces as well as a pool and office. You clearly do not live around this area!
Residents in the area should be most concerned about all the dust and noisy ATV’s that an RV park will bring, not to mention the ungodly sound and smell of idling diesel engines.
RV parks should be built on the outskirts of town. This is why we have zoning. Let’s wake up and smell the coffee–not the sulfur.
Say no to rezone.

Q’s for developer ?
• Will such proposed change allow Single or double wide mobile homes, Park Models, etc?
• At what grade level will the project entail, to include height restrictions. Will the perimeter be fenced and how? Streets Lighted?
• Will there be “on site” management and or security, 24/7? What experience do the park operators have in running a RV Park? How many employees to run and maintain? What “on site” activities are anticipated, and or allowed, as campfires? Concerts, potlucks, etc.? Employee parking, RV Storage area? What market will you be appealing to, as: overnighters, longer term, etc. **Most start out with lots of “amenities” and not too soon after cut back to minimum provisions of service and such. Anticipate the hot summer months to be mostly vacant of occupants? Lots to allow unoccupied RV’s? Can I leave my RV there for when visiting?
• Are lots open to purchase or renting only, daily, monthly or extended periods? Will you have a sewer dump station? (a dirty, smelly, area for RV’s to dump their sewage tanks?). Expect odors via RV’s careless spillage or poor, old and leaking flexible drain hoses?
• Are their limitations to size and or age or type (tents, 5th wheel, Large motor homes) of RV’s ?
• How will such affect traffic flow, entrance and egress, noise, turning lanes, exhaust fumes, traffic flow, etc. Will a traffic light be installed, and a left turn lane for West bound RV’s to enter the property? Total park grade to be the same as current Pioneer sidewalk?
• Will there be additional “permanent” structures on the property, as office, restrooms, laundry facility, Clubhouse, Pool, park models, mobile homes, etc.? Size, 1 story, 2?
• What Signage will the property have, lit at night, flashing, etc.?
• Will families be allowed to reside in this park on a permanent basis, year round, and if so, the impact on local schools, traffic, etc? RV storage or vacant RV’s on in the park?
• What is the adjacent Churches position on this proposal?
• What affect will this project have on parking along Pioneer Blvd. as each Sunday currently? Construction timetable?
• Will the Park require noise abatement fencing on the I-15 boundary side? Pioneer Side?
• What impact will this park have on neighborhood view(s) as currently exists in the City Master Plan?
Are only a few of the questions needing to be answered.
Would anyone in Mesquite want this out their back door or adjacent to your Church?

Really? An RV park on one of the prettier streets in Mesquite? Must be a mistake. Our city Fathers and Planners need to take a stand here. How about some land near the new Exit 118 interchange?

I have been born and raised here in mesquite. I love it here and want nothing but good things for the community. We have had a tough time the last few years with the recession and I am all for anything that will bring money into our local economy. It is so funny to me to see people get on here and comment on this when they are the ones that have all moved in within the past 10 years. I think this will be a great thing for the community and as a true local I support it 100%.
As many have said there are better places for this type of thing than where this is being talked about. It is zoned for housing and should be developed as housing. RV parks surely are still trailer parks?
That area of Mesquite and the drive up Pioneer is so pretty the last thing they should do is put an RV park there. I agree with someone earlier, surely this kind of thing is better for the new 15 exit. Not right in the most beautiful part of town. What a silly idea to scar such a potentially beautiful place by putting in an RV park.
I can’t believe all the marks I have read from the supporters. Most of you are right they don’t live here. My back yard faces that RV park area and NO I do not want it in my back yard. I have an RV and I love nice areas to park. BUT I would not want to park in a residential area if I were to travel with my RV and needing a place to stay. So I see both sides. NO to the RV park.
