At Tuesday night’s meeting, the Virgin Valley Water District Board was short by two members. President Nephi Julien was absent due to a family emergency and representative Robert “Bubba” Smith was out of town.
So, that left the remaining board members, Barbara Ellestad, Sandra Ramaker and Rich Bowler to take care of the night’s agenda, which was done quickly.
One item on the agenda was removed, as it had been placed there by Smith’s request. With him being absent, it will be placed on a future agenda.
As the board waits for results from the current Legislative session, they approved two will-serve letters and noted that the customers will be subject to the new will-serve policy if and when it is approved by the State, since it will be retroactive. The board had decided to change the policy earlier in 2015 to avoid their current situation of allotting EDUs and when the developers fail to follow through with their plans, it left those EDUs in limbo and unable to use. With SB271, it will require specific timelines and fees that the developers will have to pay, giving them more incentives to take action on their plans instead of letting it sit idle.
Other business included an approval for a new Rate Increase Meter Size Change Policy.
With the impending rate increases going into effect on April 20, 2015, several customers will likely need to change their meters to avoid higher water bills each month. This new policy outlines the specifics of the Impact and Ordinance II fees and repayment options. It will be available on the District’s website soon. For those needing to upgrade their meters, the necessary forms will also be available on their website. Staff with the VVWD outlined several key factors that will be beneficial to customers and will work with them with special repayment plans.
In final business, the VVWD will be holding a special meeting on Tuesday, April 14, 2015 from 9 a.m. to 1 p.m. to review and discuss the Personnel Policies Handbook and recent changes that have been made. The District has decided to model theirs to that of PoolPack’s policies. The meeting is open to the public and the handbook is also available for review on their website, www.vvh2o.com.
After hearing reports from several staff, the meeting was adjourned. The next meeting for the VVWD Board will be Tuesday, April 21 at 5 p.m. in their conference room at 500 Riverside Road. The final budget meeting, which will approve the budget as discussed in the prior two budget meetings, will be Thursday, May 21, 2015 at 5 p.m. at the same location.
