On Aug. 7, Virgin Valley Water District Director Ted Miller proposed that all five VVWD Directors be elected to their seats. Now only three directors are elected. One is appointed by the Mesquite City Council and one by the Bunkerville Town Advisory Board (BTAB).
The motion before the VVWD Board died for lack of a second, but the board agreed to seek public input on the proposal and ask the council and BTAB to make a recommendation. The BTAB is to take the matter up on Aug. 30.
The Mesquite City Council is to discuss the issue Tuesday and make its recommendation.
The council on Tuesday also is to make a recommendation on the pending action of another local board.
When the Overton Power District (OPD) board meets Sept. 19 it will consider raising most residential and large-demand commercial rates by 4.5 percent.
It its Aug. 15 meeting, the OPD board discussed the proposal, which is phase 2 of a recommendation in its cost of service and rate study. The first phase increase took effect in October 2011 with a raise on the base charge.
The proposed rate increase will not affect small businesses nor irrigation customers.
The residential rates are broken into three blocks: for the first 500 kilowatt hours (kWh) used the rate is .0748; up to 1500 kWh the second bloc rate is .0852; and the third block for usage above 2000 kWh is .1000. The proposed increase will not affect the third block high rate.
The first block rate of .0748 is to increase to .07812. For a home using 1,200 kWh of power the current bill of $37.40 would increase to $39.06. The second block rate of .0852 is to increase to .0890. That bill would increase from $59.64 to $62.30.
In other business, Bill No. 462 is to be introduced. The proposed ordinance would update city law to reflect state law concerning restitution if a minor were to commit a crime.
Under the ordinance, a minor’s parents or guardians, or both, could be required to provide restitution to a crime victim. The ordinance also warns that a victim who receives restitution still may seek a civil action to recover damages.
The council also is to:
n Award the contract for Phase 1 of the 2012 Arterial & Collector Street Reconstruction Project.
n Award a contract for the Mesquite Sports and Event Center Sidewalk Enhancement Project;
n Revise the assessment roll for the Anthem at Mesquite Special Improvement District No. 07-01 and approve reapportionment in the SID;
n Approve a resolution approving the inter-local contract for Community Development Block Grants for fiscal year 2012-2013’
n Approve the sale of lien properties in the Canyon Crest and Anthem SIDs on Oct. 30;
n Proclaim Sept. 10-16 “Elks National Patriotism Week”; and
n To hear a legislative update for consultant Warren Hardy.
